买家说他的ebay账号显示“订单已支付”，可是我的paypal却没收到款项。。。为什么会这样？

有个买家竞拍成功（产品是一台笔记本电脑），过了几天他发信息给我，让我把tracking number发给他。问题是我都没收到他支付的款项，怎么把货发给他？我跟他说了情况，然后他发给我这个：
“Thanks for notifying as soon as you did. I had paid about six hours ago, but I've already found the problem just now. 
Its my bank they need an authorization to send the payment to my PayPal then to yours. So the payment is currently pending I checked my account online and that's why it's showing paid on eBay but eBay has acknowledged the transaction and is waiting. 
Sorry for the inconvenience I'll rectify the problem as soon as possible, it's the first time this is happening. So just hold on to the laptop. I'll definitely make payment, I just have to visit the bank over the issue. 
Again sincere apologies.”
“。。。我已经付钱了，但是因为我的银行卡还没有获得ebay的授权，所以这笔钱没办法转入你的PayPal账号。现在这笔款项暂时处于pending的状态。我去看了一下我的ebay账号，它显示‘订单已支付’。。。我会处理好这个问题，所以希望在确认我付款之前，你不要把这台电脑重新拿去拍卖。。。”
他的收货地址是在美国的芝加哥，可是他的ID显示的地址却是“赞比亚”。
你们觉得他的解释可信么？
